Binnenhof is one of the city in Den Haag. I've never go to this place before but according to Google, every year at third Tuesday on September the Queen will announce something about Politic in this building.

That's also where the parliament's housed.
On the day you're talking about the Queen reads the government's financial plans for the new year out. It's called "Prinsjesdag" which loosely translates as Princesday.
